He was a British civil servant who was Clerk of the House of Commons.
That parliamentary constituency can fairly assess the responsibilities, they place on their representatives and that our households can become better acquainted with the characteristics of the House of Commons are the motives that prompted this publication.
Although the writer does not intend to find fault with this gathering, nor to compliment it, nevertheless, if he can in any way strengthen that loyalty and reverent communication that Parliament can rightly claim, there is certainly no one who would become find fault with him such a result.
However, on the one hand, since even the House of Commons is not entirely perfect, there has been a remarkable departure from its wiser and more ancient methods; and a calculation has been added at the end of the book to show how busy a very significant portion of the last session was.
Each of the five chapters explains how the House of Commons work such as: The House of Commons in Debate; The House of Commons in Action; The Speaker of the House of Commons; The Serjeant-at-Arms, appointed by Her Majesty to attend upon the Speaker of the House of Commons; The Crown and Parliament, and the Control of the House of Commons over the Public Money.
