Governance of non-point source inputs to Narragansett Bay: a plan for coordinated action; Report #NBP-88-09, September 1988

This report presents the results of a comprehensive study that analyzes the needs for non-point source management in the Narragansett Bay Basin, Rhode Island. It outlines a managerial approach to addressing technical challenges, institutional needs and necessary responses. The current and potential vulnerability of the Bay's resources to pollution from non-point sources is such that a fundamentally conservative prevention-oriented strategy consistent with the history of national hazardous waste management is warranted. Environmental hazard management is similar to bay defense in that decisions must be made locally. lack of optimal levels of scientific information. For seafood producers, fishermen, recreational users and wildlife, the consequences of human actions must not be allowed to reach proportions beyond our control. Developing an effective non-point source control program for Narragansett Bay would require significant commitment at several levels from the State of Rhode Island. Executive and legislative leadership is needed to reaffirm goals and provide funding mechanisms to complement available federal financial assistance. Rhode Island's overwhelming support for open space acquisition, comprehensive local planning, and a constitutional amendment supporting robust resource protection all represent a strong political mandate to fix the bay's complex problems.
